Oracle does support the "Home" editions of Windows 10 [9†L10]. Furthermore, a crucial detail is that Windows 10 64-bit is supported starting with Oracle Database 19c Release Update (19.13) or later. The base version (19.3) may not recognize Windows 10 64-bit as a valid OS, which can lead to the [INS-13001] error.
